According to reports, the England midfielder prefers a transfer to Arsenal over Manchester City.
West Ham recently rejected an offer of £90 million from Arsenal for Rice, including add-ons.
The Gunners are anticipated to make a third offer for Rice, which if accepted by West Ham United, may complete the transfer.
