The 29-year-old joined United from Villarreal in 2016, although in his six seasons at Old Trafford, he has only made 70 Premier League appearances.
When Bailly returned to Manchester after spending the previous season on loan at Marseille, the Ligue 1 club had little interest in making the arrangement permanent.
Ten Hag, however, does not consider the player to be a member of his team.
According to recent reports, United are prepared to bear the financial burden and permit Bailly to leave the team for free.
